Towards a climate neutral, sustainable energy sector in Ukraine

The post-war reconstruction of Ukraine offers the chance to prioritise sustainability and low-carbon development and to work towards a structurally independent energy system. This can help underpin Ukraine’s seamless integration into the EU energy market and can position the country as a front-runner in the global energy transition.

This panel discussion will bring together researchers from the recently founded Europe-Ukraine Energy Transition Hub (EUETH), representatives of the Ukrainian government and the European Commission, and international scholars and experts to explore opportunities and showcase promising policy and legal pathways to rebuild and reshape Ukraine’s energy sector.

The discussion will address the following topics:

Which legal changes are needed to help Ukraine implement an energy-market design that fosters a prosperous, just, and decarbonized future?

Which innovative regulatory approaches can be implemented to help Ukraine’s energy sector catch up with or leapfrog European standards?

Which technological improvements will sustain Ukraine’s energy sector and how can the regulatory framework facilitate and accelerate innovation and deployment?

Which legal and policy instruments are essential for establishing a just, stable, diversified and green energy market in Ukraine?

What are the key priorities and opportunities for financial support in developing a decarbonised and sustainable Ukrainian energy sector, and how can the legal framework facilitate investments?
