Ukraine’s statement during COP30: on adding a note about the temporary occupation of territories

The Ukrainian delegation represents the country at the Conference of the Parties (COP) — an annual international meeting of countries participating in the UN Framework Convention on Climate Change, held in Belém, Brazil.

Ukraine made a statement during the discussion of item 3(b) of the agenda of SBI 63, dedicated to national greenhouse gas inventories.

The Ukrainian delegation drew the attention of the Conference participants to the fact that in the reports submitted by the Russian Federation to the Secretariat of the UN Framework Convention on Climate Change (UNFCCC), the temporarily occupied territories of Ukraine — the Autonomous Republic of Crimea, the city of Sevastopol, as well as parts of the Donetsk, Zaporizhzhia, Luhansk and Kherson regions — are illegally included as part of the Russian Federation.

Previously, the UNFCCC Secretariat accompanied Russia’s submission with a note that the status of Crimea and Sevastopol was determined by UN General Assembly Resolution No. 68/262 of March 2014. However, this note is absent from the current reports.

Ukraine stressed the need to update this note, adding a reference to the more recent UN General Assembly Resolution No. 11/4 of 12 October 2022 — ‘Territorial integrity of Ukraine: upholding the principles of the UN Charter’ — and to systematically accompany all documents of the Russian Federation containing similar information with it.

In this regard, the Ukrainian delegation called for postponing consideration of item 3(b) until the Secretariat resumes the practice of adding the updated note.

Ukraine also requested that this statement be included in the official report of SBI 63.
