Ukraine Develops New Strategy for Forest Recovery and Management Amid War and Climate Change

Ukraine has announced the development of a renewed strategic approach to forest management that integrates post-war restoration, climate adaptation, and European standards of sustainable natural resource use.

The country’s forestry sector is facing unprecedented pressure: the full-scale war has led to large-scale wildfires, landmine contamination, soil degradation in combat zones, and extensive ecosystem damage. Additional strain comes from climate change — disrupting water balance, increasing pest outbreaks, and driving more frequent extreme weather events.

The State Forest Resources Agency of Ukraine has outlined the key priorities for the sector’s development. These include post-war land reclamation and demining of forested areas, enhanced fire prevention measures, scientific assessment of losses and ecosystem recovery, and improved monitoring systems using digital tools and satellite data.

Strengthening the climate resilience of forests — particularly to drought, pests, and biodiversity loss — remains a central focus. Ukraine is also working to expand access to green finance and attract international partners to support sustainable forest management and climate adaptation initiatives.

Another priority is ensuring a just transition: engaging local communities, creating new green jobs, and integrating gender-responsive approaches into natural resource governance.

The government emphasizes that modernizing the forestry sector is a key pillar of Ukraine’s long-term green recovery, with forests viewed as essential for achieving climate neutrality, conserving biodiversity, and supporting sustainable economic development.
