Rebuilding Fair Futures: Just Transition Pathways for a Resilient Recovery

        As the world moves away from fossil fuels, this transition must be fair and inclusive, ensuring that workers, vulnerable communities, and carbon-dependent regions are not left behind. In June 2025, Parties advanced the UNFCCC Just Transition Work Programme. At COP30, a decision is expected on the Belém Action Mechanism for Just Transition, a framework to help governments and the private sector put people at the centre of climate transitions by integrating stakeholder dialogue, job creation, skills, and diversification strategies into climate and investment planning.

        Against this backdrop, this high-level discussion will explore how Ukraine’s recovery and NDC 3.0 process can demonstrate a people-centred approach to resilience, decarbonisation, and social justice. Drawing from experiences in Brazil, the EU, and the Global South, speakers will discuss how just transition can evolve from a social safeguard to a strategic governance and financing framework that unites recovery, energy security, and climate ambition.

        Speakers will reflect on how equity, participation, and prosperity can be embedded in national and local transition plans — from post-conflict rebuilding in Ukraine to green reindustrialization in emerging economies. The session will also consider how international cooperation (e.g. Article 6.2 frameworks, multilateral funds, and philanthropy) can support transformative recovery finance and new partnerships between regions and sectors.
