Ministry of Ecology and Partners signed a memorandum for the fair transformation of Ukraine’s coal regions

The Ministry of Environmental Protection and Natural Resources of Ukraine continues to strengthen its climate policy efforts, emphasising the importance of a gradual phase-out of fossil fuels. Despite the full-scale war, Ukraine remains committed to reducing emissions and continues implementing a policy of fair transformation of coal regions.

An important memorandum was signed during the Fair Transformation of Ukraine’s Coal Communities forum, which united international partners, diplomats, government representatives, local communities, NGOs and businesses. Deputy Minister Viktoriia Kyreeva from the Ministry of Ecology signed the document together with the Ministry of Energy, the Ministry of Community and Territorial Development and the Association of Coal Communities of Ukraine.

Signing this memorandum is an important step, as it consolidates the joint efforts of various agencies. In the context of war and post-war recovery, we need to be proactive in attracting investment, supporting local communities and helping them switch to alternative energy sources. This document sets the basis for a comprehensive solution to the social, economic and environmental challenges faced by coal regions,’ said Viktoriya Kireeva.

The Memorandum envisages cooperation between the parties in the process of fair transformation of coal regions, with a focus on addressing economic, social and environmental challenges arising from the decline in coal production and the gradual closure of coal mining and related enterprises.

The main areas of work under the memorandum are as follows:

  • Promoting investment development of coal-dependent communities
  • Improving the living conditions of community residents, promoting the development of high-quality and convenient infrastructure
  • Facilitating the transition to alternative energy sources and improving energy efficiency in the housing and utilities sector
  • Developing points of economic growth, taking into account the existing economic and human potential to diversify the local economy
  • Hold consultations on the re-profiling of professional and technical education institutions
  • Creating conditions for solving environmental problems.

The first steps in the implementation of the memorandum will include consultations with local communities to assess needs and opportunities, as well as launching renewable energy initiatives.

The signing of the memorandum and the organisation of the Fair Transformation of Ukraine’s Coal Communities forum were supported by the German Development Cooperation (GIZ) and the Cabinet of Ministers of Ukraine.
