Ambitions aligned with the war and European integration: COP30 discussed Ukraine’s NDC and LT-LEDS.

At COP30, Ukraine presented its updated Nationally Determined Contribution (NDC 3.0) and revised Long-Term Low-Carbon Development Strategy (LT-LEDS). These documents form the basis for green modernisation and recovery despite full-scale Russian aggression.

Ukraine’s NDC and LT-LEDS were the topics of several events attended by government officials from Ukraine and partner countries, representatives of international organisations and scientists. They discussed Ukraine’s approaches to integrating war damage, reconstruction needs and the requirements of the European Green Deal into climate planning.

At an event dedicated to LT-LEDS, Pavlo Kartashov, Deputy Minister of Economy, Environment and Agriculture of Ukraine, emphasised:

“Our renewed commitment to reduce emissions by 65% or more is a balanced decision. We are combining high climate ambitions with the reality of war damage and the need for large-scale economic recovery. This balance allows Ukraine to move forward: to modernise, rebuild and at the same time remain committed to long-term decarbonisation goals.”

Another focus of the COP30 discussions is how to align NDC 3.0 with the results of the first global stocktake and make the targets attractive for investment. It is also important to align our actions to achieve the NDC with the main principles of the European Green Deal and the principles of ‘green recovery,’ which prioritise energy efficiency, renewable energy sources, modern industry, and sustainable infrastructure.
International partners have highly appreciated the consistency of Ukraine’s climate efforts even during a period of full-scale war. Representatives of the EU and relevant institutions have emphasised that Ukraine is a unique example of combining ambition with practical work on the implementation of climate solutions.
