Next year, Ukraine would like to open European integration negotiations under Cluster 4 ‘Green Agenda and Sustainable Connections’
This was stated by representatives of the Ukrainian delegation to the COP29 during a meeting with Artur Lorkowski, Director of the Energy Community Secretariat, and Kadri Simson, European Commissioner for Energy. In the summer of 2025, the EU screening will be completed and Ukraine is ready to start the relevant negotiations.
The Ukrainian delegation informed its colleagues from the European Commission about what has been done to achieve this: the framework climate law, which set a goal of achieving climate neutrality by 2050 – like the rest of the EU. A Long-Term Low-Carbon Development Strategy is already being developed to implement this decision. Ukraine will present its first modelling at the COP29.
Ukraine has a law on monitoring reporting and verification (MRV), a National Energy and Climate Plan (NECP), and an action plan for the introduction of an emissions trading system (ETS) will soon be published.
The meeting was also attended by representatives of energy and environment ministries from the Western Balkans and Moldova. During the talks, Kadri Simpson spoke about the EU’s immediate plans in the energy sector.
Such meetings are important for all stakeholders to be aware of the European Commission’s plans for the next 5 years, said Kadri Simpson. After all, candidate countries must meet the EU’s requirements.
