Article 6 and the Voluntary Carbon Market in Ukraine: Green Recovery and Resilience for Municipalities

Ukraine’s recovery creates a unique opportunity to steer the country toward a low-carbon future. As activities in the Voluntary Carbon Market (VCM) advance and preparations for Article 6 implementation progress, carbon markets are becoming an important tool to attract finance for projects that cut greenhouse gas emissions and support sustainable development.
This interactive panel will bring together public and private actors to discuss how Ukraine is turning this potential into reality. With a spotlight on municipalities the discussion will look at practical ways to connect ongoing VCM efforts with the development of Article 6 mechanisms, and how both can contribute to a “build forward better” recovery. Participants will explore different approaches — from contribution-claim models to offsetting — and discuss their respective benefits and risks.
The session will also review the current state of Ukraine’s Article 6 infrastructure and its links to other policy tools such as the future Emissions Trading System (ETS). Through short case studies, a video, and open dialogue, speakers will highlight lessons from Ukraine and abroad, including emerging partnerships between Ukrainian, German and international projects. The goal is to identify concrete opportunities for cooperation, especially with the private sector, and to show how carbon markets can help accelerate climate action and long-term transformation.
